A taxation question relating to New York State &Federal Taxes - can I deduct the cost of a college cl ..?

but the cl is NOT related to the work I do now. I am a social worker. The cl was a college level cl in human resources. I am trying to change jobs. Can I deduct the cost of this cl on either Federal or New York State taxes?
