Disciplining cat by locking her up?

My roommate and I adopted this one year old stray cat from the shelter. We thought she was sweet but NOOO, she bites a LOT (play biting, attacks our hands all the time, bites if you even try to touch her) and she keeps getting on the countertops. We've tried every method in the book - the spray bottle, the aluminum foil, the sticky tape - you name it, we've done it. Ignoring her doesn't work. My roommate has gotten so mad that he locks her up in the bathroom when she misbehaves too much. (with food and water and her litterbox - I don't agree with this method, but he is adamant.) Anything we try on this cat doesn't work, she is stubborn and refuses to learn anything, negative or positive reinforcement doesn't work at all. What can we do? We play with her and try and tire her out but she still gets into mischief. HELP!
